Quaker parrot or Rose-winged parakeet????
Which parrot speaks better, and how much do they usually cost??
Rose-ringed parakeet not Winged 
Both are capable of talking but I would say Rose-Ringed parakeet or Indian Ringneck parakeet as I call em speak clearer. Prices are gonna vary depending on the region you live in.
The normal green mutation Quakers prices in the New England area averages $190.00-$299.00
Ringnecks are a bit more averaging $300.00- $400.00 again that's the normal green mutation.
I have an Ringneck parakeet that I bought for $150.00 he's a great talker I've only had him since Jan/10/08 he says Peek-A-Boo,step-up,Hi,Hey Baby,Whistles,makes kiss noises & says WEEEEE!
All of those I taught him to say.
